Littlebumps on babys bottom, rash??? - rash on the bottom of a babys foot

Someone knows why my child, what it seems unlikely a rash on the ass.
I want to come one day and then seemed to disappear and then back on, but I have cream after every change he is not always sometimes.
It is still up to the point where theres little blood stains on the top of the potholes.

Is this normal?
